Gambling is illegal in Boulder City, and the town has experienced slow population growth due to strict regulations on building. Boulder City intends on staying a small community with a slow growing population, while just being over the hill from the fast growing Las Vegas Valley. As of the 2000 census, Boulder City population was 14,966 but estimated population at 2005 is 15,177.
