It was founded in 1866 by Nikolai Rubinstein, brother of the famous Russian pianist and composer Anton Rubinstein, who founded the St. Petersburg Conservatory in 1862.

The building is the former mansion of Princess Ekaterina Romanovna Vorontsova Dashkova (1744-1810). All that survives of the original design is the semi-circular rotunda in the central facade and the right wing.
