150-acre kelp reef to partially mitigate the environmental impacts of operating the San Onofre Nuclear Generating Station (SONGS). The California Coastal Commission asserts that operating the SONGS facility was responsible for a decrease in kelp density inception of plant operations.
Current 22.4 acre reef was an expiremental project, which turned out to be a success. Remaining 127.6 acres is tabled to be constructed in 2007
