Kingman Reef. It's not really an island, it's just a little reef. It can't be used for anything, but surprisingly, United States claims it as part of its territory. Oh well. If you zoom in you can see how tiny it is.
While there are only 3 acres (0.012 km2) of land, 483,754 acres (1,957.68 km2) of water area upto 12 n.m around this is included in the National Wildlife Refuge, protecting marine life.
