311-foot, 31-story modernist residential building completed in 1988 as the eastern half of the Windsor Court complex that takes up the entire block. The towers are clad in tan brick, linked by a 2-story white stone and tan brick base. There is a landscaped plaza space on the south side, and a circular driveway at the main entrance between the towers, both of which are roughly T-shaped.

At the northeast corner, the commercial base of the east tower drops to one story, and next to it on 32nd Street is an entrance to the underground parking garage. The connecting base between the towers is clad in brick, and has a commercial entrance on 32nd Street located at the midpoint, where it is occupied by NYU Fink Children's Ambulatory Care Center. To the east are 10 bays of single-windows on both floors, and to the west are 11 such bays. The stone-clad base at the east end and along Third Avenue is lined with storefront bays, and has a crenelated roof line.

The east facade on Third Avenue has two middle bays of triple-windows, followed on either side by a projecting bay window with a triple-window flanked by angled end panes. Continuing outward are two double-window bays, and end bays with paired windows. There are continuous concrete floor plates visible between floors, and dark-brown metal air-conditioning vents below the windows. There is a setback below the top floor at the south end.

The north elevation of the main wing has three double-window bays alternating with two of the projecting bays with angled ends. The recessed north facade of the west wing (the stem of the T) has a triple-window bay, a wider bay of five panes, and then a slightly less-recessed west section of a triple-window, double-window, projecting bay with angled ends, and another double-window. The west-facing rear elevation of the main wing has two single-window bays and two double-window bays. The southern facades match those on the north side.

The west facade at the end of the west wing has two projecting bays in the middle (with triple-windows and only one angled pane to the outside of the pair), with a bay of paired windows on either side. The top floor has some wider band of windows replacing the smaller bays, and no projecting bay windows. There is expansive roof deck space on top of the tower.

The complex contains a total of 709 apartment units. The ground floor along the avenue is occupied by Domino's Pizza, Studio 34 Hair Salon, City Vision, Decor Art Gallery, and a Chase Bank ATM.
