208-foot, 15-story mid-century modern office building completed in 1955. Designed by Lorimer Rich Associates, it houses the Manhattan offices of the New York State Insurance Fund (NYSIF). It is clad in glazed white brick above a 1-story base of polished red granite. A large, upward-curving, green-tiled canopy extends in front of the main entrance on Church Street. Bands of ribbon windows topped with metal sun shades line the front facade, and wrap partly around the corners. The rest of the side walls are blank brick. On the south (Duane Street) facade, there is also a white marble sculpture by Oronzio Maldarelli of a male and female figure with a baby mounted on the wall at about the 2nd-3rd floor level. The rear facade has the same ribbon windows, but is clad in red brick instead of white.
