Named for the 26th President of the United States, this freeway bridge was built in 1964 and carries Interstate 66 and U.S. Route 50 across the Potomac River between Rosslyn, Virginia and Washington, DC. It also carries the freeway over the George Washington Memorial Parkway, the Rock Creek and Potomac Parkway, and the Mount Vernon Trail. The westbound lanes provide access to the George Washington Parkway northbound, but not southbound. The eastbound lanes provide access to the E Street Expressway, Constitution and Independence Avenues. There is a reversible lane in the middle of the bridge that uses a barrier transfer machine to change the direction.

The bridge has a concrete deck and is actually 5 different steel beam bridge structures. These include:
-An 8 span structure carrying Interstate 66 and U.S. Route 50 over the Rock Creek and Potomac Parkway, and the Potomac River east of Theodore Roosevelt Island.
-An 8 span structure carrying Interstate 66 and U.S. Route 50 over the George Washington Parkway, the ramp to westbound U.S. Route 50, and the Potomac River west of Theodore Roosevelt Island (known as the Little River).
-A 4 span structure carrying a ramp from the bridge westbound to westbound U.S. Route 50, over the George Washington Parkway and the Little River.
-A 3 span structure carrying a ramp from the previous ramp to northbound George Washington Parkway, over the Little River.
-An 8 span structure carrying a ramp to the bridge eastbound from eastbound U.S. Route 50, over the George Washington Parkway and the Little River.
