Designed and built by local architect A. E. Baxter in three separate sections, construction began on the Cargill Superior Elevator in 1914 and was formally completed in 1925. When finished, the Cargill Superior Elevator was the largest elevators on the Buffalo River and was used as a transfer elevator for grain from a freighter to a rail car or vice versa.

Taken over by the multinational grain consortium Cargill in the 1930's, the facility operated for decades before the opening of the St. Lawrence Seaway all but ended the need for grain transhipment the Elevator was built for. Briefly used as a long-term storage facility for export grain shipments to European markets, the facility was shut down by Cargill in the mid-1960's and remains inactive today.
