Downtown Buffalo is laid out in a grid of streets and the major streets radiate out from Downtown Buffalo according to the design of Joseph Ellicott. Many of the radiating streets converge on Niagara Square, which is where City Hall is. Downtown functions as both the business district and the civic center of the City, with very little zoned residential. The "uptown" neighborhoods tend to be north of the downtown area.
