Roughly bounded by Oak St., Park, Lincoln, and Encinal Aves. This sixty-acre Historic District contains sixty-four contributing buildings.

Between 1877 and 1880, after rail roads and ferry terminals were constructed, more than thirty commercial buildings were erected, of which only one constructed in that time period remains: the "Tucker Building" or "Block", at the Southeast corner of the intersection of Santa Clara Avenue and Park Street.

In 1896, the City Hall building was completed, validating the District's title of Alameda's true commercial and civic hub. By 1905, over 150 structures lined Park Street and the surrounding roads.
