Bullard served as a partner of the firm of Goodwin, Bullard & Woolsey and independently designed designed Barney's Market in Flushing, the original Floral Park Post Office, and the Oakland Golf Club in Bayside. He also served as an associate architect for the Manhasset Secondary School Building.
