Built in 1923 and designed by famed industrial architect Albert Kahn, the plant replaced an older power plant situated on the south side of Riverside Drive opposite the original factory. Supplies of coal were delivered by ship to the dock located on the north side of Riverside Drive and transported to the power plant through a coal conveyor tunnel underneath the road.
Sometimes known as Plant 3 the power plant was expanded in 1953. In 1971 one of the coal fired turbines was demolished and the remaining turbines were converted to natural gas generators. It has been designated as a heritage property by the City of Windsor.
