203-foot, 16-story Neo-Classical office building completed in 1915. Designed by Schwartz & Gross, it spans through the block to West 31st Street. Both facades are similarly designed, with 3-story, limestone-framed bases with stainless steel and stone infill. The north facade is divided into three bays, while the south facade has four. The rather small main entrance is at the eastern bay on 32nd Street, flanked by narrow, vertical metal panels and with a large number 38 above the door. The rear ground floor on 31st Street has a service entrance, and a coffee shop.

The 2nd floor has three large windows with either metal louvers or transoms above (the extra bay on the south facade has a metal vent), while the 3rd-floor openings each have three small replacement windows. The transitional 4th floor is also faced in limestone, with paired windows in each bay, separated by dark-grey metal mullions. On the south facade, there is a center bay of four windows. Above a band course, the upper floors are clad in buff-colored brick. The three bays have paired windows with metal mullions and several protruding air-conditioning units (again, four windows in the center on the south facade). A large, projecting cornice tops the 13th floor, with large brackets on the end piers. There is stone ornament on the end piers at the top floor as well. The roof parapet at the south facade retains its original copper cresting.

The western elevation is a plain parged wall where it projects in front of the neighboring building, but has several bays of windows at the top floors. The ground floor is occupied by H Mart Asian Supermarket.
