This is a free-flowing system interchange of Interstate 95 and Interstate 295. It is a skewed directional T interchange with a two level stack. It is the southern terminus of Interstate 295, which serves as a bypass of downtown Richmond for interstate traffic. Originally, I-95 was planned to be rerouted on what is now I-295, which is why the ramps are aligned in that direction with a high speed.
