This is a 3-level hybrid directional interchange between Interstates 64 and 95 in downtown Richmond, Virginia which also provides service access to various city streets. The interchange provides free flowing, high speed access between I-95 North/I-64 West and I-64 East, since these ramps carry I-64 through traffic. The ramp from I-64 westbound to I-95 southbound is a lower speed T-bone configuration to avoid the 7th Street overpass. The interchange is located at the southern/eastern end of the I-64/I-95 concurrency and provides the nearest freeway access to the Richmond Coliseum and the Convention Center.

There is partial access with 3rd Street, 5th Street, and 7th Street. Many of the exits and entrances are free-flowing, including one cloverleaf from 7th Street south. Only one access is signalized. Northbound I-95 has an exit to 7th Street north and an entrance from 7th Street south and from 5th Street north/3rd Street south. Southbound I-95 has an exit to 3rd Street south and an entrance from 7th Street. Westbound I-64 has an exit to 5th Street south and eastbound I-64 has an entrance from 7th Street south.
