This Second-System fort was begun in 1808. It was an enclosed work of masonry and mud, mounting six heavy guns.

It was modernized as part of the Third-System fortifications beginning in 1842.

As of 1851, it was intended to be armed with ten 24-pounder guns, three field pieces and one 8" heavy seacoast howitzer, for a total of 14 guns.

It was seized by Georgia militia after the state succeeded and became the city's primary seaborne defense after the stunning capture of Fort Pulaski in 1862. It was never attacked directly and was evacuate prior to the city's capture in early 1865.
