Harvey Milk Plaza is named in memory of San Francisco Supervisor Harvey Milk, the first openly gay person elected to office in the US. He was assassinated in 1978, a year after his election, along with the Mayor Geirge Moscone, by a disgruntled fellow supervisor, Dan White.

The plaza itself is currently a sunken entry to the Muni Subway station, accessed by stairs from Castro Street, with a terrace to the south. A plaque with information on Harvey Milk is mounted on one of the columns. In 1998 a large rainbow flag was added to the plaza, which is visible from miles away. A plaque lists all the openly gay or lesbian elected officials in San Francisco at the time of the flag's installation.
