Built in 1904 by North Shore Railroad to eliminate the steep grade over White's Hill, which caused trains to stall, it was officially abandoned by Northwestern Pacific Railroad on 1 August 1933. In 1940, it was used for automotive traffic for six months while the old White's Hill railroad grade-turned-road was repaired after part of the hillside started to slide away. After a cave-in on the west end in August 1956, the county determined it was too expensive to retimber the old tunnel (last retimbered in 1925) and both ends were formally sealed shut. Spring water seeping from the the east end of the tunnel now serves as a water source for the Bothin Youth Center.
