The fifth block was to be introduced in 1987 and sixth in 1989.

    No It is not a good design... Simply because the void coefficient may become positive... And that's precisely what happened. A safe design do have every reactivity coefficient NEGATIVE! (If flux increase, reactivity must decrease) In Chernobyl, when void appeared in the reactor, the reactivity increased, increasing flux, making water flash, making void, making reactivity increase... exponential). So, any reactor design with at least ONE reactivity coefficient POSITIVE is NOT a SAFE design...
