Neighborhood in Southside Richmond. Once a a part of the former city of Manchester this neighborhood has become a example of crime ridden neighborhoods in the Mid-Atlantic. Since the 70's Blackwell has been a hotspot for drug trafficking, prostitution and illegal gun trade. Often regarded as one of the most dangerous neighborhoods in Richmond. Through all the crime problems Blackwell maintains a strong sense of community culture, and in recent years has been under the scope for regentrification and has been added as one of Richmond's Neighborhoods in Bloom

Before Blackwell Elementary School opened in 1950, this area was known as Dunbar.
