Large area of Southside Richmond and northern Chesterfield. In recent years the area has experienced urban decay and increase in drug related crime. Many beleive this to be the result of the controversial 1970 Annexation. Before the annexation all areas south of Belt Boulevard and West of Jefferson Davis Highway were parts of Chesterfeild. After a controversial court case all areas east of of Chippenham Parkway and north of Falling Creek were given to the City of Richmond. Outraged upper middle class white citizens fled the area, leaving large, vacant, and unaffordable houses. The area is now characterized by apartment complexes (sometimes section 8), small mobile home parks, and long commercial corridors
