This was once the site of the original city hall, police station, and jail, built in 1947. Later on, it was used as a restaurant by the name of Café Eccell, which operated from 1989 to March 2014, when it was demolished. Afterwards, a large student apartment complex was built on the block (which had once held overflow parking and undeveloped area). The apartment complex opened in fall 2015, and the first retail tenant, a barbershop, opened by early 2016.
