The most recent building on Nicolae Balcescu St, built in 1946 as the Telephone Exchange Palace by the American company International Telephone & Telegraph (ITT), which controlled 90% of the shares of the Romanian Telephone Company, Ltd. (Societatea Anonima Română a Telefoanelor - SRAT)
In the '90s and early 2000s the building was known as Romtelecom building.
Recently the activity of the Telecom (former Romtelecom) telecommunications company has diminished, here functioning a club, a bar and a hostel.
The building has architectural similarities to the Metropolitan Club of New York.
