Chernivtsi (Ukrainian: Чернівці (Chernivtsi); Russian: Черновцы (Chernovtsy); Romanian: Cernăuţi) is the administrative center of Chernivtsi Oblast (province) in western Ukraine. The city lies in the historic Bukovyna region and is situated on the Prut River, a tributary of the Danube. As of the 2001 Ukrainian Census, the city's population is 242,300.

Let's go even further back in time, before the Slavs actually came to Europe the region was part of Burebista's Dacian Kingdom.

Dacians are the ancestors of modern Romanians.
The Slavs, Mongols, Austrians, Soviets and Ukrainians were the invaders, while the Romanians were the indigenous population of Bukovina.
Lets face it, most of Zakarpattia Oblast, all of Chernivtsi Oblast and the western half of the Odessa Oblast are Romanian territories stolen by the USSR and handed over to the Ukraine after the dissolution of the USSR.

Scooter20 is right. He wanted to tell you a historical fact: that the romanian (valach) people always lived on these teritories, continuosly and long before that the slavic populations arrive in the region. Principality of Halych was not controlling Northern Bukovina, (these are only non-proved assumptions) but was situated at its border. At that time there were small political testified valach states (cnesats) in the area, one of them centred around the present city Siret. Bukovina is an old romanian teritory inhabited by romanians, and this is a historical fact!
