This supergrandiose construction is typical of post-war time constructed in 1936-1946 under the project of architect G.P. Vorobeva.

The complex of houses has a symmetric design. There is large-scale travel arch several stories high with Corinthian columns, coming to the end at a cornice. Over the arch are pairs of pilasters and columns with allegorical sculptures symbolizing peace.

High on the building are five archway openings painted bright-dark blue colour.

The building is topped by a small ledge. On the right and left of the central volume there are obelisks.

In this 14-storied house are 178 apartments: 1 one-room, 50 two-room, 68 three-room, and also 43 four-room. Besides, there are 16 more apartments with number of rooms from 5 and more.
