  During the 1950s, several landfills in the Alviso area accepted wastes from an asbestos cement pipe manufacturing facility. This waste was later used for raising the grade of the site and for constructing a ring-levee, resulting in asbestos contamination throughout the Alviso area and covering roughly 330 acres. The Site was listed on the Federal Superfund list in 1985. I believe these buildings were built on a portion of the superfund site.
