365 metres tall guyed mast radiator, insulated against ground and capacitive lengthened. Used for the transmission of orders to submarines on VLF-frequency 22.1 kHz. That equates to a wavelength of about 8.5 miles !
Unfortunately, data transferred at that frequency is bandwidth limited in a massive way, to about 300 bits per second, which is about 450 words per minute. However, the lower the frequency the longer the wavelength, the greater the range and the lower the attenuation, meaning that signals can be picked up by a VLF receiving aerial trailed by a submarine whilst still at considerable depth.
