Barney Circle itself was built as part of the now-defunct Washington streetcar system; the circle was the point at which the streetcars turned around to head back north. The circle is named for the American naval hero, Commodore Joshua Barney. It is no longer a true circle. It was reconstructed in the 1970s as the temporary eastern end of the Southeast Freeway (now Southeast Boulevard). However, the freeway was cancelled and this interchange was never completed. Today it provides access between Southeast Boulevard and the Sousa Bridge. The incomplete portion of the Southeast Freeway, tunneling beneath Pennsylvania Avenue, now only serves as access to RFK stadium parking during events. At street level with Pennsylvania Avenue, the "circle" is only about a quarter circle connecting to K Street, Kentucky Avenue, and 17th Street Southeast.
