4-story religious government center originally completed sometime around the 1860s as a townhouse. The stoop and parlor-floor entrance were later removed and the building was renovated with a slightly-projecting ground floor of reddish-brown polished granite topped by an iron railing. The ground floor has an entrance on the right with a recessed decorative wrought-iron door, and to the left are two bays of windows with matching decorative iron grilles.

The upper floors are faced in white-painted brownstone and have three bays of single-windows, with stone sills on the top two floors. A pair of flagpoles projects from the lower edges of the 3rd floor. The facade is crowned by a black metal roof cornice with console brackets, modillions, and panels.

The building is now occupied by The Armenian Prelacy, which is the government of a church organization. It is affiliated with and under the jurisdiction of the Holy See of the Great House of Cilicia, located in Antelias, Lebanon. It was re-established in New York in 1958.
