According to the Clark Mountain write-up by E Clampus Vitus Billy Holcomb Chapter, this is one of the remnants of Kelly Field. It was possibly the site of a beacon.

Kelly Field was an emergency landing field set up by the Department of Commerce for the Los Angeles-Salt Lake air mail route, also known as Contract Air Mail #4, and was located roughly where the powerline meets Excelsior Mine Road. Amenities included a lighted landing strip, a beacon, and a home for the caretakers. The caretakers were Ken and Mabel Wilhelm, who took the job in 1930 when business at their restaurant and gas station in Manix slowed due to the Depression. By 1935, the Dept. of Commerce closed the field and the Wilhelms went back to their roadside business.
