In 1878, Joseph Turner established Turner Mills to produce worsted woolen products at this site. When the company failed in 1893, management of the business was taken over by Kaufman Hayes and George Hodgson and in 1902 it was renamed Cleveland Worsted Mills. By 1909, operations expanded to include factories in Ravenna, Ohio, Jamestown, N.Y. and Philadelphia Pa.

Built in three stages, by the 1920s, the complex included a total of 14 buildings ranging from three to ten stories in height and employed Czechs, Poles and Lithuanians from the local neighborhood. A powerhouse was constructed in 1915 on the south side of the Wheeling & Lake Erie Railroad tracks.
