Millikan on Mass is affectionately named after a property that was developed by general contractor and builder, Lynn B. Millikan in 1908 called The Millikan Flats. The original building held a drugstore and apartments but was leveled in 1967 when the John J. Barton Apartments were developed as the city’s first public housing project built specifically for the elderly.

Millikan on Mass was constructed in 2013 and has transformed the once underutilized green space in the heart of downtown Indianapolis into a safe and affordable mixed-income housing development. Plans for the new development received approval from the Indianapolis Historic Preservation Commission and the $11.5 million first phase was completed in December 2013. It includes 61 apartment units with affordable rates for low-income to moderate-income residents. It also features 4,000 square feet of retail space. The $13.9 million second phase was completed in late 2015. It features 64 market-rate units and more than 15,000 square feet of retail space.s.

Despite being the first housing project that Insight Development has added retail space to, a $750,000 federal grant was awarded to assist with the prioritization of retail space job offers to low-income residents of the development.

Millikan on Mass is located in the Mass Ave Cultural District and offers residents easy access to shopping, transportation, nightlife, art, and culture.
