This National Art Gallery was established on 28 August 1958, a year after Malaysia has achieved its independence from the British colony. This gallery is a constitutional body which received annual grant from Ministry of Information, Communications, and Culture. This gallery has also received donations from corporate bodies and sponsors to hold its subsidiary arts activities.

In an effort to promote arts awareness and appreciation all over the community level, the main objective of the national art gallery would be to present displays from inside and outside the country, to hold seminars, workshops, other arts competitions and activities and strive to expand its fixed collection which is now including more than 2,500 works. In other words, it wish to instill expertise activities and want to set up a national art collection. The gallery had changed its name to the National Visual Arts Gallery since 2011 under the Akta Lembaga Pembangunan Seni Visual Negara 2011.
