4-story mercantile building completed sometime in the late 1800s. Largely altered over the years, the ground floor now has a metal, glass and stone storefront, with an entrance to the upper floors at the right. The top three floors are faced in smooth stucco, with peeling white paint. The 2nd floor has a wide show-window in the middle and single-windows in the end bays, with projecting signs mounted on the outer piers, and another sign band across the top of the 2nd floor. The top two floors have triple-windows divided by metal mullions in the middle bay and single-windows in the end bays. The ground floor is occupied by City Cafe, and the 2nd floor by Prestige Cuts Hair Salon.
