This was originally solely operations for Lockard & White Telecommunications Engineers, the original owners of the buildings, appear to have mostly ceased but there is a skeleton crew inside the complex (officially, they are suite 100). Corsair was later extended to facilitate turning it into a multi-tenant office complex, but work for that is in progress, note how the original parking lot wasn't even removed properly when the road extended.
