7-story Neo-Federal/New Classical office building designed in 1964 by Eggers & Higgins for Franklin National Bank. It is clad in red brick with limestone trim. On the east facade facing the avenue there are three large round-arches with limestone moldings and keystones. The center opening has bronze-and-glass double-doors with a transom, framed by pilasters supporting an entablature and triangular pediment broken by an acorn, resting in from of the arch's fanlight. There are matching doorways between the outer arches, also with stone moldings but topped only by cornices. A pair of wall lanterns are mounted between the three entrances. The outer arches have windows with small, multi-paned sash. There is a very narrow, recessed wall section at the north end, and a wider one at the south. The ground floor is topped by a broad stone band course.

The 2nd-5th floors have six bays of windows with multiple-paned sash; one of the bays is the recessed one at the south end. The 2nd floor's windows are taller than the others. There are two projecting flagpoles at the 2nd floor, flanking the 3rd bay from the north, above the center entrance. A narrower band course underlines the 5th floor, which is crowned by a modillioned white stone cornice; above the cornice is a stone balustrade, behind which are five dormers at the 6th floor's mansard roof, each with topped by a rounded pediment. The attic floor above the mansard consists of a band of windows framed in metal.

The south facade on 48th Street has a center section with four round-arches at the base; they match the window arches on the east facade. There is a recessed section at the east with no openings on the ground floor, and a slightly-wider recessed section at the west, with another entrance. The doors are framed in stone, with a cornice on top, and flanked by wall lanterns. There is a square opening above the doors filled by a decorative black iron grille, and a rounded metal-and-canvas canopy extends out onto the sidewalk. The broad cornice above the ground floor continues onto this facade, as well as the thin band course below the 5th floor, and the cornice at the main roof line. The upper floors have six bays of windows, four in the middle, and one each on the recessed ends, where the windows are narrower. A pair of flagpoles flank the 2nd-floor window above the south facade's entrance. The 6th floor has four more dormers piercing the mansard.

The building was sold in 2017 by its former occupant, the Bank of China, who moved its US headquarters to 7 Bryant Park. The bank had moved into 410 Madison Avenue in 1980. It was purchased by J.P. Morgan Chase & Company in 2018.
