The J&L Tunnel — really just a trench with a steel-supported roof — was dug in the 1880s to allow the Pittsburgh, McKeesport & Youghiogheny Railroad to pass beneath the mills of the Jones & Laughlin Steel Company. The surface above the tunnel is now green space within the SouthSide Works complex (a brownfield redevelopment of the former J&L site). The railroad line passing through is now CSX's Pittsburgh Subdivision.
In 2011-2012, the roof slab was raised slightly to accommodate double-stack freight trains.
