4-story Neo-Grec government building completed in 1889 as a townhouse. It is clad in white marble, and has two paneled wooden doors at the end of the ground floor, both under round-arched fanlights. The west door is also covered by a rounded, blue canvas canopy extending out over the sidewalk; both doorways are framed by round, engaged columns. In between the doors is a large tripartite window.

The upper floors are framed by large quoins. The 2nd & 3rd floors have four bays of single-windows with full surrounds, with rounded upper corners and solid sills. The 4th floor has single-windows at the end bays, and a large set of white wood-and-glass French door in the center, fronted by an iron balconette. A projecting flagpole is mounted at the center of the facade at the base of the 3rd floor. A projecting band course sets off the top of the facade, which is crowned by a bracketed marble roof cornice.

The building now houses The Permanent Mission of the Ukraine to the United Nations.
