The Buckner Building was built by the US military for housing. Sometimes called the "city under one roof", it contained housing for 1,000 troops, a bowling alley, theater, radio station, cafeteria, library, PX, and a jail. The building continued to operate until 1966, at which point the military pulled out and the Port of Whittier was transferred to the General Services Administration.
Passing through several owners in the subsequent years, the building fell into a state of disrepair and is no longer considered habitable. In January of 2016 the Alaska Department of Environmental Conservation recommended that the building be torn down rather than pursue further redevelopment/preservation efforts.
