The terminal was built by the Port of Houston, with taxpayer money and was a failed attempt to entice cruise ships to come to Houston instead of Galveston. This project and many others as well as extravagant spending policies have lead to investigations by the local news station, ABC 13 Eyewitness News, which now refers to all of Houston's port as "The Port-o-plenty" because they spend tax payer money on pointless business ventures and extravagant boat tours of the port. The first cruise to left port November 12, 2013 courtesy of Princess Cruise lines, with the Norwegian Cruise Lines starting in 2014, but as July 2016 contracts with Princess and Norwegian were not renewed and the port authority has put the cruise ship gangway up for sale. The future of the building and its possible uses are unknown.
