It was built after the first world war as an apartment block for the bourgeoisie and aristocracy of Brussels. It is now a press centre for journalists based in the EU district but is currently undergoing a modern renovation. The European Council will move into the building once that is completed (2013).

The European Council (referred to as a European Summit) is the highest political body of the European Union and meets around four times a year. It comprises the heads of state or government of the Union's member states along with the President of the European Commission. Its meeting is chaired by the member from the member state currently holding Presidency of the Council of the European Union.
