In 1985, the Council decided to build the Justus Lipsius building. The first stone of the building was laid in 1989 and the official opening took place on May 29, 1995.

Justus Lipsius was a Southern Dutch humanist who lived in the 16th and early 17th
century. He was among other things worked as rector at the University of Leiden, where he wrote numerous publications.
