The Fakir Mohan University, Vyasa Vihar, Balasore Orissa was established by the Govt. of Orissa under Section 32 of the Orissa University Act, 1989(Act 5 of 1989)and it was notified vide the Government’s Notification No. 973 dated 3rd July, 1999. The University has also been duly recognized by the UGC Under Section 2(f) of the UGC Act vide the Notification No.F–9–1/2000 (CPP–I) dated 11 Feb.2000 and it is declared eligible to receive Central Financial assistance under sec 12(B) of the UGC Act 1956 vide notification No.F.9-1/2000(CPP-1)dtd-23rd Dec-2005.It has also been accredited by the Association of Indian Universities.
This University has been carved out of the Utkal University which owing to unmanageable size (more than 500 colleges and 3.5 lakhs students at the graduate and postgraduate levels) found it very difficult to conduct the examinations properly and publish the results in time besides being unable to provide P.G education to the increasing number of bright candidates intending to have higher education in large number of disciplines. In reality, it become the largest University from the point of view of the numerical strength of colleges and students in India. In view of this, the UGC committee which visited U.U in 1985 reported “ the State Government should explore the possibility of establishing an affiliating University, preferable at Balasore, to take care of these affiliating Colleges”. The State, however, ultimately decided to open two University, Fakir Mohan University at Balasore and North Orissa University at Baripada in July 1999.
