The Lookout City mining camp was founded in 1875 and was divided into two parts: this area, which was known as the Lower Town, and the Upper Town area on top of Lookout Mountain where the Modoc was located. Just before the town withered away in 1878 there were two general stores, a post office, boarding house with restaurant, over fifty dwellings, a blacksmith and stables, and five saloons. A pack trail connected it with the neighboring Modoc and Minnietta mines. The Modoc was owned by Senator George Hearst, father of William Randolph Hearst.
