In 1988, the Philippine National Railways studied the feasibility of leasing part of its 22-hectare property along Claro M. Recto to answer the challenge of developing and spurring economic development in the area and to make it the center of commerce. PNR enacted the first phase of the Master Development Plan of Tutuban Properties, Inc. (TPI) in 1991 and appointed TPI to manage and oversee the development of the area.
To honor our hero's contributions to the country, Andres Bonifacio's monument was erected on July 7, 1992, on the very spot where he was born. The first commercial buildings in Tutuban were inaugurated by the then-president Fidel V. Ramos.
