Rose M. Singer Center was opened in June 1988 as an 800-bed facility for female detainees and sentenced inmates. Subsequent additional modular housing has brought the total capacity to more than 1,700. In 1985, the Department opened the nation’s first jail-based nursery at the old Correctional Institution for Women.

The present female inmate facility, that features a nursery with capacity for up to 25 infants, was named in honor of Mrs. Rose M. Singer, an original member of the New York City Board of Correction set up by Mayor Robert F. Wagner in 1957. At age 90 and still active with the board and with the City Commission on the Status of Women, the Women's Prison Association and Citizen's Union, Mrs. Singer attended the dedication ceremonies.
