Mercer Borough is the county seat of Mercer County, Pennsylvania. Mercer, county seat, population 1932; was once an Indian village of seventy lodges; no settlement was made here until after Wayne's victory over the Indians in 1795; it was laid out in 1803, on two hundred acres of land given by John Hoge of Washington County.

The community was named after General Hugh Mercer, a Revolutionary War hero killed at the Battle of Princeton in 1777. The 19th-century painter Samuel Waugh was born here, as was Trent Reznor, creator of the band Nine Inch Nails.
