This 5-story building houses Allegheny County's Department of Human Services. It was the United Way Building before being purchased by the county in 2004.

Formerly on this site was the Monongahela House, Pittsburgh's premier hotel of the 19th century. The original hotel was built in 1840 only to burn down 5 years later; its nearly 300-room replacement stood until 1935. Among its famous guests were Charles Dickens, Mark Twain, the Prince of Wales (later Edward VII) and several U.S. presidents including Abraham Lincoln.
