The Council of State (German: Staatsrat) was the executive body of the East German Government. This was built in the 1960's. It is the first building in the east-modern building style (German: ost-moderne)

The building has a part of the former City Palace built in, it was the portal where Karl Liebknecht declared the socialist republic in 1918.

From 1999 to 2001 when the new Federal Chancellery was built, this was the office of the Federal Chancellor of Germany.
