A multilane highway constructed between 1996-99. It extends less than half a mile south of IH-45 to University Entrance Boulevard, adjacent to the University of Houston.

Long-term plans call for the roadway (nicknamed the Alvin Freeway) to extend from its current terminus southward to Beltway 8.
